Ensure compliance with the plan and that the plan is being kept current. Review the construction contractor’s Quality Control Plan, Safety Plan, Schedule of Prices, Progress Schedules, and Network Analysis Diagrams (CPM’s), Environmental Protection Plan, Asbestos Plan, and submittal register for conformance with contract requirements and good practice. Prepare detailed written report with recommendations.Attend, participate in advisory capacity, and keep notes of preconstruction conferences, quality control coordination meetings, in progress reviews, and other conferences and meetings with construction contractors and COR. Prepare agenda prior to these meetings, prepare and submit minutes.Review contractor’s daily QC reports to assure quality control operations are adequately documented (including such activities as level of inspection, testing procedures and results, documentation, deficiency correction, etc.). Provide daily QA inspection and surveillance of contractor’s QC and Safety Program. Review ongoing work to verify materials & workmanship conform to contract requirements. Submit daily QA Reports with emphasis on deficiencies found.Verify site location, layout, and elevations of contract work prior to start of work. Verify QC requirements are in effect prior to the start of work. Verify required QC tests are performed and results are within allowable limits. Identify locations and coordinate Q\/A soils and concrete tests. Prepare written report identifying tests and results. Monitor CQC systems tests and material tests and checkout all plumbing, mechanical, electrical, and special systems such as electromechanical transportation systems.Monitor construction contractor’s procedures for tracking construction deficiencies to assure acceptable corrective action and that an audit trail is maintained. Report findings on the daily QAR. Maintain a system for tracking deficiencies, field problems, and RFIs.General Duties:Check compliance with health and safety requirements. Attend contractor’s safety meetings. Participate in review of phase hazard analyses. Report violations.Review contractor’s progress payment requests and compare to project progress schedule and submit recommendations. Identify any factors delaying progress and comment on responsibility.Assist in conducting routine labor standards interviews. Provide Labor Compliance Review, including review of contractor payrolls, to identify compliance issues. Provide monthly report of restitution required for withholding from payments. Record payroll submissions, identify missing payrolls and certificates of compliance, and provide notification of delinquent submission and\/or misclassification. Verify contractor’s corrective actions.Arrange for and coordinate requests for passes, outages, excavation permits, hot work permits, hauling, and delivery routes.Prepare Requests for Change Proposals (Scope of Work). Develop scope of work for changes, including sketches and specifications. Review contract requirements to ensure change is not included in contract.Provide advice and assistance in preparing estimates (including consideration of cost and time analysis—subnets); breakdowns of materials, labor, equipment, indirect elements and subnet for time---applied to NAS schedule.Provide technical, cost, and time analysis of each contractor’s proposal. Analyze contractor’s proposal against estimate and provide recommendations and explanations of variations, both cost and time. Identify and suggest objective cost for each work activity (material, labor, equipment, and indirect elements) and objective subnet (as applicable) with a significant difference. Prepare backup data, including market survey for costs, drawings and specifications, chronology of correspondence and summarization of positions.Prepare final change order documents, (including justification of the change) and price negotiation memorandum, for signature. Update the modification register (whether written or computerized), and keep current.Provide notice of potential claims or disputes and potential disputed interpretations or contract documents. Evaluate contractor claims for submission, identifying pertinent drawings, specifications, developing chronology of correspondence and events relative to claim, summarizing contractor’s position, and suggesting a position to be taken by COR. Include evaluation of design liability, and comment on contractor’s cost and time adjustment proposals.Maintain orderly working files for correspondence, minutes, submittal data and registers, inspection and monthly progress reports, punch list and contract documents including amendments, notices to proceed, change orders, and modifications.Maintain updated set of plans and specifications including all amendments, modifications, issued clarifications, and significant as-built notations. Conduct review of the contractor’s maintenance of accurate as-built drawings and provide comments on completed as-built drawings.Participate and take notes at pre-final, and joint final inspections. List and verify punch list items are corrected prior to final payment. Perform detailed comprehensive final acceptance inspection upon completion of work required.Review and comment on all Operation and Maintenance Manuals provided by construction contractor. Coordinate schedule and witness all start-up tests, demonstrations, and field instructions.Prepare correspondence for signature to construction contractors and other Government activities to implement actions relative to contract and project execution.Perform a Biddability, Constructability, and Operability (BCO) review of plans and specifications using engineers experienced in construction projects. The BCO review shall consist of evaluating the construction restraints such as the general site areas, climatic conditions, materials availability, materials delivery, and other site unique conditions restricting construction and construction schedules.Furnish engineering advice regarding the construction projects as required by the task order.Review A\/E designer recommendations of shop drawings and other submittals. Prepare for return to contractor. Update submittal register to include submittal dates, approval actions and tracking of all submittals. Identify delinquent submittals and monitor construction contractor response. Review set percent of FIO (For Information Only) submittals in addition to submittals for Approval.Monitor timeliness of construction contractor and designer response to letters, transmittals, and other inquiries. Identify tardiness and corrective action that should be taken.Investigate contract requirements, codes, and other specifications to aid engineers and construction representatives in resolution of problems. Coordinate with designers and provide reply to construction contractor’s requests for information and discussion with designers. Review and comment on materials variances and substitutions.QualificationsA Senior HVAC Field Controls Technician with a minimum of 15 years in HVAC & Building Automation & Controls to include installation, retrofit, diagnosing, repair, preventative maintenance, start-up, commissioning, and programming utilizing knowledge of electronics, DDC, airflow, hydronics, software, air conditioning, boilers, control, pipe fitting, mechanical
