The Chief Engineer is responsible for a wide variety of tasks. This person is charged with effective daily leadership and administration of the engineering team with the objectives of safely and effectively operating machinery and systems and quickly and professionally responding to the needs of the tenants and the General Manager. The Chief Engineer is also responsible for protecting and improving the value of the owner’s asset and ensuring that building machinery and systems meet or exceed their rated life. Specifically, the Chief Engineer is responsible for the following areas.
Organize and manage all administrative functions related to the engineering department. This includes but is not limited to:
§ Budgeting and financial control
§ Compliance with all local codes and regulations
§ Personnel compensation management
§ Team training
§ Team productivity monitoring
§ Upward reporting on budgets, energy accounting, and productivity
§ Review of tenant buildout plans, pre-occupancy inspections. Coordinate with construction manager.
Supervise and organize all staff activities either directly or through effective delegation to subordinates. Included are activities such as:
§ Organization of dispatch and response procedures
§ Developing and motivating the team
§ Dispensation of activities, projects, and routines
§ Establishing and using chain of command procedures
§ Instilling a sense of pride and customer service in team members
§ Implementing hazard control and team safety practices
Implement and Maintain Systems and Standards
Fully implement all standard operating systems and practices, including the following:
Implementation of the Preventive Maintenance System
Schedules preventative maintenance with minimum disruption of building services.
Coordinates the input of preventative maintenance information with the Tenant Services Representative.
Reviews status of preventative maintenance work with Assistant General Manager(s) (s).
Analyzes preventative maintenance log data in order to formulate more efficient operating procedures.
§ Maintain team standards for uniforms and appearance
Establish training goals for each team member
Maintains responsibility for tenant services, preventative maintenance, purchasing and inventory control, contracted maintenance, general maintenance, and technical proficiency of the engineering team.
Develops and conducts programs to train property team members in the installation, programming, safety, maintenance and repair of machinery and equipment.
Jones Lang LaSalle engineering policies related to machinery and system operation, vendor and contractor relations, vertical transportation systems, and centrifugal chiller maintenance.
Develop a complete personal knowledge of all building machinery, equipment, and systems such that:
§ Machine life is maximized
§ Design intent is matched or exceeded
§ System operation alternatives and contingency plans are devised in the event that failures occur
Tenant satisfaction with system performance is consistently high
Maintains responsibility for preparing the Technical Services Operations Audit to meet and exceed the agreed upon performance level for each portfolio/property.
Recognize the authority and objectives of the client. Conduct all activities in a businesslike, competent, and professional manner. This includes:
§ Interacting with contractors, vendors, and consultants in an unbiased, objective, and ethical manner.
§ Complying with all policies and procedures established for the property.
Identifying key industry resources, which can aid the operation or contribute to enhancements.
Directs, coordinates, oversees and evaluates the activities of Operating Engineers and contractors engaged in operating and maintaining facilities and equipment.
Treating all fellow employees, industry contacts, and property visitors in a fair, consistent, legal and professional manner, preventing discrimination against any and all individuals.
Not discussing or sharing sensitive or proprietary information with inappropriate individuals.
Treating all grievances and complaints with the utmost sensitivity and care, resolving each with minimum disruption to the property team or building(s)’ operations
Following progressive disciplinary practices for unproductive staff.
Acknowledging termination must be approved by the General Manager, Regional Manager and Human Resources Manager.
Regularly informs General Manager, Assistant General Manager(s)s(s), and Regional Chief Engineer of any conditions affecting building services and tenant comfort or safety
Responds to the needs of the tenants, the General Manager, the Leasing Specialist and the property team(s) in a prompt and professional manner.
Performs and / or directs the performance of all tenant service request.
Communicates with the Tenant Services Representative to establish tenant service request work priorities. Insures that work performed in tenant space is accomplished with a minimum of disruption. Adequate cleanup is performed. Reviews monthly tenant service request summaries with Assistant General Manager(s) (s) to pinpoint and correct recurrent operational problems.
Assures the availability of an adequate operating inventory of tools and supplies.
Develops sources for stock materials such as water treatment chemicals, filters, ceiling tiles, paint, electrical, and plumbing supplies. Assists in the evaluation of suppliers on regular basis with regard to quality and competitive pricing. Prepares and submits purchase order requests to Assistant General Manager(s). Verifies accuracy of deliveries for count, pricing, and description. Performs periodic checks of tool and instrument inventory. Assists in the creation of purchasing specifications and bid packages.
Monitors the quality and pricing of maintenance work performed by outside contractors.
Assures the timely performance of maintenance contract work on elevators, fire alarm systems, HVAC equipment and control systems etc. Oversees the fulfillment of equipment warranty obligations by the original installer. Secures equipment manuals and drawings from original installers and /or contractors.
Understands the engineering design and operational aspects of each building system.
Recognize system shortcomings when they occur. Direct experimentation with building systems to yield a more energy effective or comfortable building. Monitor the allocation of building resources to various base building and tenant needs. Devises technical enhancements, which will improve some aspect of building operation. Identifies equipment which may require replacement or reconditioning resulting in the need for client(s)’ capital.
Additional Duties and
Attains operations audit score matching or exceeding that of the prior year and always meeting the objective set by the Regional Chief Engineer, the Regional Manager and the General Manager.
Assists in the preparation of expense and capital budgets in accordance with client(s)’ cost justification guidelines. Administers expenses and capital projects so as to be within budget. Provides explanation of budget variances and operational status report to Assistant General Manager(s) by the first of each month.
Assures accurate time records of Operating Engineers and submits to Accountant well in advance of payroll processing deadlines. Tracks and justifies overtime worked by Operating Engineers, assuring that costs are well within budget parameters.
Inspects physical conditions of buildings and equipment at least monthly. Prepares work orders for repairs and requisitions for replacement of equipment, as necessary. Reports deficiencies and action plan to solve problems to General Manager and Assistant General Manager(s) immediately following inspection.
Develops and implements emergency response procedures and technical training programs including the Hazard Communication Program and Team Safety Program.
Recommends measures to reduce or eliminate fire, safety, and environmental hazards.
Cooperates with police, fire and civil defense authorities with regard to problems affecting the building(s). Orders and directs fire drills and emergency procedures. Devises fire protection programs, and organizes and trains property team to carry out established procedures.
Assists Assistant General Manager(s) in coordination of tenant construction and capital improvements. Reviews project instructions and blueprints to ascertain test specifications, procedures, objectives, and test equipment, nature of technical problems and possible solutions such as redesign or substitution of material or parts. Cautions contractors regarding complaints about excessive noise, disorderly conduct or misuse of property.
Maintains efficient use of energy in operating each building by using sound energy management practices in the documented daily sequence of operations. Trains members of the team in the fundamentals of energy management. Works closely with general contractors and design engineers to incorporate automated systems with construction plan and identifies low cost/no cost energy conservation program.
Identifies key industry resources contributing to office building operations and enhancements. Networks among other JLLS chief engineers to gain market perspective of operations, tenant service utility rates, employee wages, etc. Participates in annual engineer’s conference to obtain information useful to the team’s training program.
Ensures that the engineering team follows the property accounting procedures including the accurate completion of purchase orders, receiving reports, and service acknowledgments and the use of three competitive bids for all projects exceeding client(s)’ guidelines.
Performs and oversees tests of building systems. Records test procedures and results, numerical and graphical data, and makes recommendations for changes in operations or test method.
Assures proper recording of equipment readings, settings and status changes and noteworthy operating occurrences in appropriate logbooks.
Recommends, justifies, develops and coordinates installation of projects which enhance the value of the client(s)’ asset(s).
Develops, implements and fosters commitment to the QTS program as it relates to the engineering team. Uses this program to instill a sense of pride and tenant service in team members.
Establishes and communicates engineer-on-call schedule as appropriate.
Ensures the availability of adequate operating inventory of tools, equipment and supplies for the engineering team. This includes developing sources, evaluating suppliers, conducting quarterly vendor quality meetings as part of the Valued Vendor Program, performing periodic checks of inventories and creating purchase specifications and bid packages.
Competitively bids and prepares all MEP service contracts to ensure high quality and cost effective services.
Assists the Assistant General Manager(s) in developing/revising and coordinating implementation of emergency procedures manuals, contractor rules and regulations and tenant design criteria.
S upervisory Responsibilities
Directly supervise the operating engineers. Carries out supervisory responsibilities in accordance with the policies enumerated with the Jones Lang LaSalle Services Handbook and applicable laws. Responsibilities include interviewing, hiring, and training employees. Planning, assigning, and directing work. Appraising performance. Rewarding and disciplining employees. Addressing complaints and resolving problems.
Education & Experience
Two-year technical degree in HVAC or related field. Record of stable and continuous employment. Seven to ten years of JLLS engineering experience or equivalent industry experience Three to five years supervisory experience or experience as an Assistant Chief Engineer. Must possess a thorough knowledge of building HVAC, electrical, plumbing, automation, and life safety/fire protection systems. Must have a thorough understanding of all building related codes and standards Possess the ability to supervise and direct a staff of at least four people. Must be able to professionally interact with tenants and contractors. Moderate knowledge of a variety of manual trades such as carpentry, electromechanical repair, etc. The ability to read and understand drawings, specifications, and various measuring and testing devices is also required.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to read, analyzes, and interprets technical procedures, or governmental regulations and codes. Ability to write routine reports and correspondence. Ability to speak effectively before small groups of tenants or fellow employees. Ability to effectively present information and respond to questions from groups of managers, the client(s), tenants, and the general public.
Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as discounts, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Other Skill and Abilities
Ability to use drawings, specifications, shop math and various measuring or testing instruments. Working knowledge or the capability of developing proficient knowledge of Microsoft Word, Microsoft Excel, Outlook and Microsoft Access and any other software packages recommended by the Technical Services Group A passing score on either the Chief Engineer screening test or on the JLLS Level Four training test. Demonstration of leadership ability, presentation capabilities and organization skills. Ability to work flexible hours which may exceed 8 hours in a day, 5 days a week or 40 hours in a week. On-call 24 hours a day, 7 days a week, 365 days per year.
