Summary
The Air Conditioning Equipment Operator (Boiler Plant) performs work involved in operating, troubleshooting and repairing complex utility systems. The incumbent is responsible for the safe operation of the Energy Center, a central boiler and chiller plant. The position is located in the Operations Section, Engineering Service, at the Mann-Grandstaff VA Medical Center, Spokane, Washington.

Responsibilities
Performs the correct operations, tests, adjustments, troubleshooting, maintenance, cleaning, and repairs to one centralized Type A heating plant assembly of three high pressure water tube boilers with a 33,000 pound per hour capacity and related auxiliary equipment such as a makeup air preheaters, safety valves, feed water regulators, blow off valves, dearerator, dealkalizer, muffler, water softeners, feed water pumps, condensate pumps, compressors, feed regulating controls and devices, combustion controls and other complex controls and safety devices requiring the continuous attention of the operator.
Performs the proper operations, tests, adjustments, troubleshooting, for multiple zone air conditioning plant rated at 400 tons, consisting of multiple chillers providing chilled water air conditioning service to various buildings on campus including laboratories, operating rooms, computer spaces, offices, telecommunication areas, patient areas, and intensive care units, telecommunication areas, patient areas, and intensive care units.
Selects proper operating temperatures, balances air flow, starts and stops equipment in several remote mechanical spaces, adjusts valves and set-points for temperature and humidity regulation to satisfy requirements as conditions warrant based upon computer evaluation, observation, and data collections.
Performs all required maintenance and repairs to boilers, chillers, and associated equipment (such as feedwater pumps, condensate pumps, deaerators, condensers, centrifugal compressors, starter switches, circuit breakers, heat exchangers, chilled water pumps, condenser water pumps, filters, fans, motors, controls, thermostats, cooling towers, heating and cooling coils, recorders, alarms, fuel oil pumps, lubricating oil pumps, strainers, burner flame monitoring systems, combustion controls, pressure regulators, reducers, etc.)
Performs necessary preventative maintenance consisting of checking, cleaning, lubricating, adjustments, disassembly, repair and assembly of all production and distribution equipment within the utility plant complex.
Work Schedule:
8 hour rotating shifts; Shift 1: 8am - 4:30pm, Shift 2: 4pm - 12midnight, Shift 3: 12Midnight - 8am

This position requires frequent walking, standing, bending, climbing, stooping, lifting, carrying, pushing, and pulling moderately heavy loads weighing up to 40 pounds (such as bags of salt or chemicals). The position requires occasionally lifting items weighing over 40 pounds with assistance of other workers or weight handling equipment (such as removing or installing larger valves). Incumbent must be in good physical condition, have good eyesight with or without glasses and cannot be colorblind. Incumbent occasionally works in awkward and cramped positions while making repairs or performing inspections and maintenance.

Incumbent works a rotating shift and performs overtime as needed. The utility plant is operated on a 7-day, 3-shift plan. The operator works on all three shifts on a regular and recurring basis, including weekends and holidays. The incumbent is exposed to high temperatures drafts, dampness, water and noise for work conditions. The majority of work takes place in an industrial environment. Occasionally the work is performed outdoors and exposed to the elements. The incumbent will frequently encounter ladders, catwalks, confined spaces, etc. The incumbent could be subjected to hazards normally encountered in the trade.
Annual leave is scheduled around the workload.
Incumbent is exposed to high noise levels, danger of explosions, carbon monoxide poisoning, scalds, burns, smoke, gas, oil and sulfur.
Cuts, bruises, and broken bones may result from accidents while working around machinery and equipment.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
